Its short length is legitimate and should not be padded, while the final national check digit must remain part of the value when spaces are removed.

For a Norwegian invoice, isolate the IBAN from any KID or other payment reference before checking it. Extra reference digits can make a short NO value look like a different account number, and omitting the final national check digit leaves the IBAN incomplete.
