No. Country status does not confirm that a specific bank or account can receive a payment.

Can non-EU countries be in SEPA?

Yes. Some non-EU and non-EEA countries are part of the SEPA geographical scope.

Is the lookup sent to a server?

No. The lookup runs against local reference data.

What if a country is not found?

The checker says it is not found in the current local reference data. That is not proof that every payment route is unavailable.
